I always had issues with this one because I like having my city all close together. Putting out decorations can help somewhat, but in truth, the only way to do this is to disperse your city, make it much more spread out. Having a guard station in the vicinity will further help to lower this, but be aware that guard stations also lower liberty in the area.Įnvironment: This is the hardest one imo, to keep this high you need for your peons to be happy with their natural environment. The only real way to cut this down though is to make sure people have jobs and good housing, however the police etc do a very good job of keeping it contained.

Wih that built you can choose the edict 'USSR development aid' which will halve the cost of building Aprtments.
